ear/Intimidation Factor
Muntz is crazy, so there's that. I will note that his willingness to point and shoot a rifle at fellow human beings makes him a little scary, but he's also kind of frail and walks with a cane.  Not a high score here.

Character Design 
Another low score.  He's just an old guy, tall and skinny to counter the protagonist's short and stocky.  Other than the somewhat skeletal facial features, there's not much about him that's memorable or compelling.

Wit & Quotability
You know you're a throw-away when you've got Pixar's incredible writers backing you up, and I can't come up with a single thing worthwhile for which to create a quote-graphic.  Not one.  All the good stuff got used up on his remarkable sidekicks, but I'm getting ahead of myself.

Memorability
It's low.  As I mentioned, the thunder is completely stolen by the sidekicks. Something that occurred to me while researching this project: Pixar makes GREAT movies, they don't necessarily make great villains.  Pixar's strengths lie in their storytelling; most of their films are compelling enough that they don't need a particularly strong or memorable antagonist.  I cite Exhibit A: Charles Muntz.  Muntz is an old guy living in the middle of nowhere who's gone a little looney, but he doesn't have much else going for him. The only memorable thing Muntz does is have a great little "old man fight" with the protagonist. While funny, however, this display of frailty doesn't lend much to my ability to improve his scores as a villain.

Sidekicks
One of the few villains to score in the 90+ range in this category, this category is what allows Muntz to not be any lower on the list.  Muntz' pack of intelligent dogs, complete with vocalization translators, are BRILLIANT.  You have not lived until you've seen a bulldog piloting a fighter plane.  Alpha and his fellow canines are one of the best parts of Up, and the highest score Muntz pulls on this countdown.
