Fear/Intimidation Factor
He's got power, political and magical. He's kinda rapey. All the things that make my nose wrinkle in disgust.

Character Design
Personally, I feel like Facilier borrowed all the best Jafar has to offer visually and then perfected it.  Still, there's something to be said for a man with drag queen eyebrows. And that weird dippy-doo van dyke facial hair.  His costume is totally bad-ass though; there's no arguing with the ensemble.  Plus he gets to have many forms: creepy old man, giant cobra, demonic genie.  Touché, Jafar.

Wit & Quotability
Jafar scores surprisingly well here (ok, it's only surprising to me since I have a personal aversion to rapey villains).  He's also probably the least quotable male in this film.

Memorability
Jafar commits the ultimate sin in my eyes when it comes to ranking on this countdown: he is overshadowed by his sidekick.  Now now, you're probably saying "What the hell, a great sidekick is a scoring category?" Yes, having a great sidekick is a valuable way to raise your score, but NOT at the expense of the villain himself.  This is the category where Jafar can't break into the top 10, because a little parrot stole the show. I suppose Jafar never had a chance, between Robin Williams, Gilbert Godfried, a tiny monkey and a flying carpet, he never stood a chance.

Sidekicks
Iago is one of the all-time greatest villain sidekicks.  Gilbert Godfried's screechy wails are so accurately attributed to a snarky parrot, you'll wonder why nobody thought of it sooner.  Iago frequently seems to be the real brains behind the operation, and would completely take over this page with graphics if it was HIS quotes being evaluated.
